Re: lead: Garrett County has 1/20 zip w/ > 50% or more at risk of elevated levels. Baltimore City has 50+ (~all)

@JohnBert07 @eric_hontz Even if it is 3rd spending per student, do you understand what support is required for many students in Baltimore?

The city’s hands aren’t clean on this but it really starts at the state. You need to understand a kid’s whole environment before judging the raw numbers. Context.
